Project Manager - Parks and Recreation

HIRING RANGE: $73,596 to $88,316 annually

This is a professional position in Parks and Recreation responsible for project administration and management of multifaceted projects to include planning, design review, development and implementation as it relates to activities associated with the various aspects of parks and recreation capital improvement and capital outlay purchases.
 
The Parks Project Coordinator will be involved with every aspect of each parks and recreation capital improvement project, including long-term planning, preliminary design implementation, project planning and initiation, fieldwork, bid and construction documents, contract administration, construction oversight, and funding, to include grant writing/reporting.  This position works with other City departments, affected community members and business organizations, government agencies and other internal/external stakeholders.
 

Prepares plans and specifications for proposed park and recreation projects, including buildings, irrigation, landscaping, trails, playgrounds, sports facilities and other municipal facilities;
 
Prepares cost estimates for parks and recreation capital improvement projects;
 
Prepares pre-bid materials defining scope of work and related information necessary for request for qualifications (RFQ), request for proposals (RFP) and invitation for bid (IFB); sets up selection process, responds to questions concerning the project and/or contract(s), reviews bids and prepares recommendation(s);
 
Examines and approves detailed plans and specifications prepared by outside consultants for quality, technical competence and code and standards compliance and assists in resolving problems and project barriers by identifying strategies and approaches for positive outcomes;
 
Coordinates obtaining necessary permits and clearance for construction;
 
Knowledge of current laws and regulations governing safety standards utilized in design and material installation and use;
 
Provides construction supervision of work done under contract to insure compliance with plans and specifications;
 
Consults with and assists the Parks. Recreation and Cultural Services staff and the facility maintenance staff, to determine and establish project plans and goals, formulate and define scope of work and objectives, and assist with the development of project work plans including time frames, funding limitations, costs, and allotment of available resources to various phases of a project;
 
Assists with the coordination of the master planning of parks, trails, building or renovation of facilities and recreation opportunities, ensuring proper public and staff participation in the planning process. 
 
Prepares graphic presentations and participates in and/or leads community meetings related to parks and recreation development plans;
 
Represents the City of Northglenn when dealing with the public or other project and construction matters;
 
Submits grant applications, as they relate to parks and recreation capital improvement projects, and completes all required grant documentation for awarded funds;
 
Researches and prepares technical and administrative reports and prepares written correspondence.
 

Graduation from an accredited four year college or university with a Bachelor's Degree in Landscape Architecture, Park Resources Management, Park and Recreation Administration, Project Management or a related field; and two to five years of professional administrative experience with proven design implementation and project management skills.  Proficiency in Microsoft Office Suite is required; experience with AutoCad is desirable.

This is an exempt position (not eligible for overtime).

Performs work using recommended and required personal protective equipment (PPE) as described in the Job Safety Analysis (JSA) for each task.
