ICF began in 1969 as the Inner City Fund, started by a World War II veteran and former Tuskegee Airman together with three Department of Defense analysts, to finance businesses in Washington, DC. The consulting and technology company it became still carries that public-problem streak: it points to building the largest health data surveillance system, pioneering energy modeling and market forecasting tools that are still in use, and supporting the country's largest housing recovery effort.
